1. not harmful or injurious; harmless: an innocuous home remedy.
2. not likely to irritate or offend; inoffensive; an innocuous remark.

In a sentence:

“While a few people took great exception to the politician’s speech, most others were surprised that such seemingly innocuous and inoffensive remarks could cause such outrage.”
